Hands down my favourite type of swimwear for small kids is an all in one zip up rashsuit.  It feels like the right level of sun protection (the fabric of this one is SPF50+); nothing can fall down or slip off.  It isn't so easy when they need to go to the toilet, but you get used to making that work!  This one is really affordable, and cute to boot.

Swim nappies

Reuseable swim nappies can be handy, and they're an economical choice, especially as you can use them for more than one child.  Just stick them in the wash with the rest of your swimwear - easy peasy.
